How much a Windows 11 licence costs in Bulgaria

The same thing — a key for Windows 11 Pro — can cost over 200 euros in one place and under 30 euros in another. The difference is not always a scam, but it is not always above board either. Here is what lies behind the prices.

Where the differences come from

Microsoft’s official store

There you buy at the full catalogue price. Microsoft does not sell at a discount at retail, and the price includes support, marketing and its entire distribution network.

The electronics shops

They sell mainly OEM licences, often together with a computer. An OEM licence is tied to the motherboard — if you change the board, you lose the activation. The price is lower than Retail, but your rights are fewer too.

The online sellers of digital licences

Here the prices are the lowest, for several entirely legitimate reasons: buying in volume, electronic delivery without packaging, warehousing or couriers, and operating without physical shops. Some of the licences are pre-owned — reselling them within the EU is lawful under Directive 2009/24/EC and the ruling of the Court of Justice of the EU in case C-128/11 (UsedSoft v Oracle). Retail, OEM and Volume — why it matters

  • Retail — transferable to another computer, if you remove it from the old one. The most flexible option.
  • OEM — tied to the hardware it was originally activated on.
  • Volume — for organisations, requires an activation infrastructure; not for a home user.

When a low price is a sign of trouble

There is a difference between ‘cheaper because the channel is different’ and ‘cheaper because something is wrong’. Be careful if:

  • The seller gives no company details, address or means of contact on the site.
  • There is no invoice — in which case you also have no proof of acquisition in a software audit.
  • Payment is only by personal card, through a person-to-person transfer app or in cryptocurrency.
  • There is no written guarantee and returns policy.
  • Activation is promised ‘for an unlimited number of computers’.
  • An ‘activator’ is offered instead of a key — that is not a licence, but a circumvention of the protection.

What you should get for your money

  1. A product key by email and a link to the official Microsoft installation file.
  2. An invoice — this is the document that proves the acquisition.
  3. Instructions for installation and activation in Bulgarian.
  4. 2 years of statutory guarantee of conformity.
  5. A replacement or a refund if the key does not activate.
  6. Working support that answers in Bulgarian.

If one of these is missing, the low price is not a bargain — you have simply paid less for less.
